A FRAEW (Fire Risk Appraisal of External Walls) is a comprehensive fire risk evaluation of a building's external wall construction, conducted in accordance with PAS 9980:2022, which provides guidelines and benchmark criteria for fire risk assessment of the external wall system.
It is in a structure of five step risk-based approach to determine a risk rating on relative scale from low risk to high risk. Where the risk rating warrants, mitigation and remedial actions proportionate to the risk are suggested.
The 5 steps to be followed are:
1. To confirm a need for a full FRAEW
2. To gather all necessary information for completion of FRAEW including desktop study, site inspection, intrusive survey, material sample test, etc.
3. To identify and group factors that are significant in determining the risk rating under the aspects of fire performance, façade configuration and fire strategy / fire hazard
4. To assess the potential contribution to overall risk of each risk factors
5. To review the risk factor analysis against the following benchmark success criteria to determine an outcome:
a. fire spread that results in only limited secondary fires, and/or either occurs at a rate within expectations for a building of this height, or at a faster but nevertheless tolerable rate, given the circumstances at the building in question; and/or
b. occupants in locations to which fire has spread are not unduly harmed or prevented from escaping
c. secondary fires do not compromise the communal means of escape before those needing to use the escape routes have left the building; and/or
d. fire and rescue service intervention is likely to be effective in avoiding undue secondary fires, or in ensuring that occupants at risk are able to be rescued
